Tumakuru District Police Control Room
Control room is the nerve center for all communication purposes of the Tumakuru district Police. The control room is headed by Superintendent of police of Tumakuru district.
It acts as a medium of communication between the Superintendent of Police and his subordinate officers. The communications among the police in Tumakuru district is monitored here for 24 hours. The other main functions performed at the control room are
- Audio teleconferencing is done here whenever required between the Superintendent of Police and the junior officers
- Traffic management cell: A traffic management cell is present with in the control room. Monitoring of CCTV cameras located at 15 traffic junctions in Tumakuru town is done here
- A tracking station present with in the control room where GPS tracking of all the vehicles owned by the Police of Tumakuru district is done
- In case of an emergency the public can contact the control room by dialing 100 on their phones. The control room then informs about the emergency to the nearest police station from where the call originated
- Group messages are sent out from the control room in the form of SMS to all police officers in Tumakuru district when necessary
- Fax messages from the Superintendent of police to any police station with in jurisdiction of Tumakuru district is sent out from the control room
- It also helps to establish a wireless communication medium during bandobast, VIP visit or any other important and special occasions which require police security
Tumakuru District Armed Reserve Force
The District Armed Reserve Force is one of the key units of Tumakuru district Police. It is the armed wing of the District Police to assist the Civil Police in maintenance of Law & order, providing security to vital installations and VIPs of the city, arranging escorts for prisoners, cash, and important documents.
The District Armed Reserve is headed by Superintendent of Police of Tumakuru District.
The main function of DAR is to provide:
- Escort for Prisoners
- Guards to VVIPs & VIPs – Governor, Chief Minister, Ministers etc.
- Guards to vital installations
- Guards & Escort to visiting foreign dignitaries
- Security to Honourable Judges of Courts
- Guards to Banks
- Escort for aviation fuel
- Escort for cash remittances
- Escort for Arms and Ammunition
- Striking force for maintaining Law & Order
- Motor Transport workshop, fleet management and operation
- Dog Squads for Crime and Bomb Detection
Tumakuru District Crime Records Bureau
District Crime Records Bureau (DCRB) is the department involved in the maintenance and storage of details and records related to non-heinous crimes in Tumakuru district. Figures for heinous crimes are available in this department, but the details of heinous crimes are maintained in the department of District Crimes Investigation Bureau. Data is maintained at both the district level and in some cases data stored at DCRB is compared with the data at the national level. Data maintained at the district level are the following
- Data regarding details about the crime perpetrators are maintained in the modus operandi bureau within the DCRB
- Records are maintained regarding property offences. Property offences include dacoity, robbery, house breaking thefts (HBT) and murder for gain
- Details regarding rowdy sheets are also maintained at the DCRB
- All the data regarding classified cases reported, detected cases, cases which have been disposed by the court, cases which have been in disposed by police etc also maintained
- Crime review reports are also maintained in this department
- DCRB also issues advisory memos in case of property offences
Data which is compared with the data available at the national level are the following
- Details regarding missing persons in the district is compared to the data available at the national level
- Details regarding stolen or recovered cars in the district level is compared to the data available at the national level
Tumakuru District Crime Investigation Bureau
Every right goes with a corresponding obligation. Tumakuru district Police seeks the help and cooperation of all citizens in its efforts to make the city crime-free, and socially and communally harmonious to facilitate a peaceful and enjoyable life for all citizens and visitors. Every citizen should know her/his jurisdictional Police Station and its telephone numbers. He/she should also:
Inform the nearest Police Station or dial 100 to report on the perpetration of any of the following offenses, falling within the ambit of the Indian Penal code:
- Against the State or citizens such as an act of terrorism
- Any suspicious activities in the neighbourhood which may affect their safety and security
- Against the peace and tranquility of the city
- Against acts involving corruption, illegal gratification
- Against adulteration of food stuff and spurious drugs and medicines
- Against any person involved in murder, grievous injury, kidnapping, robbery, dacoity, theft, etc
- Against property, such as house trespass, lurking house trespass, mischief against property etc
- Against criminal breach of trust by public servants. ( It will be the endeavour of the Police to ensure the confidentiality of the informers and to afford to them full protection from any adverse sources)
- Citizens must cooperate in investigations at times of search and seizure, spot and inquest mahazar etc
- Citizens are encouraged to request for verification of antecedents of domestic helps before employing unknown persons.
Tumakuru District Special Branch
The District Special branch is the department involved in the collection of intelligence related information related to the district of Tumakuru. Intelligence information is collected regarding political parties, religious institutions and organizations, labour organizations, student organizations and all other major organizations in the district. To some extent information regarding underworld activities and elements, terrorist activities and naxalite activities within the district of Tumakuru is collected. The other activities performed by this department are
- Verification regarding the antecedents of an individual joining as an employee in a government organization is done here
- Job verification and passport verification is done in this department
- Special reports are submitted by this department to the concerned police officers in case of incidents like agitation and other law and order problems
- Security arrangement plans are made in this department in case of events like visits by dignitaries to the Tumakuru district. These plans are then executed by the local police
FOREIGNERS REGISTRATION ORGANIZATION
This is a sub section with in the District Special Branch. This department deals with registration of foreigners arriving in the district of Tumakuru, if it is so mentioned in the visa of the concerned foreigner. A report of intimation is to be submitted to this department by the local police station regarding arrival of foreigners to the district. Residential permit for foreigners and visa extension is taken care of in this department. In case of death of a foreigner after arrival to Tumakuru, reports are sent by this department to the Ministry of external affairs.
KSP – Principles and Code of Conduct
PRINCIPLES AND CODE OF CONDUCT OF THE KARNATAKA STATE POLICE FORCE.
(a) The duties and responsibilities of the Police are to:
- promote and preserve public order;
- investigate crimes and apprehend the offenders and participate in subsequent legal proceedings connected therewith;
- identify problems and situations that are likely to result in the commission of crime;
- reduce the opportunities for the commission of crimes through preventive patrol and other appropriate police measures;
- aid and co-operate with other concerned agencies in implementing other appropriate measures for prevention of crimes;
- aid individuals who are in danger of physical harm;
- create and maintain a feeling of security in the community;
- facilitate orderly movement of people and vehicles;
- counsel and resolve conflicts and promote amity;
- provide other appropriate services and afford relief to people in distress situations;
- collect intelligence relating to matters affecting public peace and crimes in general including social and economic offences, national integration and security; and
- perform such other duties as may be enjoined on them by law.
(b) The Police Officers have been given powers under the Code of Criminal Procedure, 1973 (Act No.II of 1974), the Karnataka Police Act, 1963 (Karnataka Act No.4 of 1964), and several special acts notified by the Government of India and the Government of Karnataka in regard to these duties.
- The Police must bear faithful allegiance to the Constitution of India and respect and uphold the rights of the citizens as guaranteed by it.
- The Police are essentially a law enforcing agency. They should not question the propriety or necessity of any duly enacted law. They should enforce the law firmly and impartially, without fear or favour, malice or vindictiveness.
- In securing the observance of law or in maintaining order, the police should use the methods of persuasion, advice and warning. Should these fail, and the application of force becomes inevitable, only the absolute minimum required in the circumstances should be used.
- The primary duty of the police is to prevent crime and disorder and the police must recognise that the test of their efficiency is the absence of both and not the visible evidence of police action in dealing with them.
- The police must recognise that they are members of the public, with the only difference that in the interest of the community and on its behalf they are employed to give full-time attention to duties which are normally incumbent on every citizen to perform.
- The police should realise that the efficient performance of their duties will be dependent on the extent of ready co-operation they receive from the public. This, in turn, will depend on their ability to secure public approval of their conduct and actions and to earn and retain public respect and confidence. The extent to which they succeed in obtaining public co-operation will diminish proportionately the necessity of the use of physical force or compulsion in the discharge of their functions.
- The police should be sympathetic and considerate to all people and should be constantly mindful of their welfare. They should always be ready to offer individual service and friendship and render necessary assistance to all without regard to their wealth or social standing.
- The police shall always place duty before self, should remain calm and good humoured whatever be the danger or provocation and should be ready to sacrifice their lives in protecting those of others.
- The police should always be courteous and well-mannered. They should be dependable and unattached; they should possess dignity and courage; and should cultivate character and the trust of the people.
- Integrity of the highest order is the fundamental basis of the prestige of the police. Recognising this, the police must keep their private lives scrupulously clean, develop self-restraint and be truthful and honest in thought and deed, in both personal and official life, so that the public may regard them as exemplary citizens.
- The police should recognise that they can enhance their utility to the administration and the country only by maintaining a high standard of discipline, unstilted obedience to the superiors and loyalty to the Force and by keeping themselves in a state of constant training and preparedness.
- Every Police Officer shall be considered to be always on duty and shall be liable for service anywhere in India and shall have the powers, duties, privileges and liabilities of a Police Officer wherever employed as such.
- Observance of human rights is of paramount importance for the Police. The Police as an Institution are accountable to the people and the Police role and functions are comprehensive of not only law enforcement but also several other functions which include social services and emergency services. The Police should see that they do not violate the human right norms and they should respect human dignity in all its dimensions. It should be remembered that the observance of human rights can best be sustained by following the principles of rule of law.
